MONTEVIDEO, Uruguay - On October 31, 2004, Uruguay elected Socialist Dr. Tavaré Vázquez to serve as President. Dr. Vázquez led a coalition of leftist political groups that included communists and former guerillas. The coalition’s emphasis on social policy over economic policy helped garner a narrow 51% majority that avoided a run-off election. The election marks the first time that the left has gained power in Uruguay. The rise of left-leaning political groups in Uruguay echoes a trend seen in other recent Latin American presidential elections in Argentina, Brazil, Ecuador and Venezuela.
